Propaganda
This is a weapon in a dictator's hands, and it is second only to fear. Propaganda entices people to do things they wouldn't normally do. In fact, advertising a product on TV counts as propaganda.
Propaganda comes in many forms. The most common in a dictatorship are posters, put up in places where people can see them. Some other common types are hidden messages in speeches, on TV, on the radio, and in books. These are being constantly viewed, and the constant viewing drills the message into people's heads.
In times of war, propaganda is dropped by plane to other countries, explaining why they should become allies. Radio broadcasts may be shown to other countries, allowing people to get different perspectives on their world. The culprits responsible for the broadcasts could be killed though.
People disrupting the "peace" could be used as propaganda. The government could say that the disrupters must be killed for what they have done, and that no one should be caught doing such an act. Hitler and Stalin used this technique.

Fear and threats can easily be hidden in messages. The idea was that the people of the outside world wouldn't know what was going on, but people inside the country would understand. Hitler, Stalin and Mussolini were all masters of this, and they would often hide military orders in there speeches.
If there is no fear, a dictatorship would collapse. For example, if the prime minister of Canada was acting inhumanely, people would demand it that he be kicked out.
